Formal conformance to the INSPIRE requirements does not automatically imply full usability of a dataset in GIS clients or web applications. Selecting the correct encoding options can make a difference to fully exploit in a GIS environment the information contained in data geometries and semantics.

INSPIRE can effectively contribute to apply the ‘Once only’ principle of the eGovernment Action Plan. Adoption of common data models and common data access rules can indeed reduce the administrative burden of organisations involved in any life-cycle step of any EU policy dealing with location-based data flows.
